SURREY – Three more individuals, one local and two suspected criminals from India are facing charges following an investigation related to an extortion series, led by the BC Provincial Extortion Task Force.

Jagdeep Singh is described as a 24 years old, 5 feet, 10 inches, 100 lbs with black hair and brown eyes is still on the lam while police has arrested Avtar Singh, 22 years old local and another criminal from India Sandeep Singh, 28 years old.

At approximately 8:40 am on November 8, 2025, RCMP Surrey Provincial Operations Support Unit (SPOSU) officers responded to calls of possible shots fired at a residence located in the 17000 block of 32 Avenue, Surrey.

SPOSU officers arrived and confirmed that damage to the exterior of the residence had been caused by gun shots. SPOSU General Investigation Unit (GIU) assumed conduct of the investigation and liaised with policing partners to advance the investigation.

A few days later on November 12, 2025, at approximately 7:35 p.m., RCMP SPOSU officers responded to calls of possible shots fired at the same residence located in the 17000 block of 32 Avenue, Surrey.

Based on evidence, consultation and information sharing, it was determined that the BC Provincial Extortion Task Force would assume conduct of both files in order to progress and facilitate the investigations as a series.

On December 8, 2025, the Task Force announced that the BC Prosecution Service had approved one count of unlawfully discharging a firearm, contrary to Section 244.2(3)(a) of the Criminal Code against Avtar Singh, who was 21 at the time. Charge laid in BC Extortion Task Force investigation into a November shooting in Surrey.

In addition to the charge laid against Avtar Singh in December, on February 27, 2026 the BC Prosecution Service approved the following charge against Avtar and charges against two other foreign nationals, Sandeep Singh and Jagdeep Singh, who is still wanted by police.

Avtar Singh, 22 years old:

One count of extortion contrary to Section 346(1.1)(a) of the Criminal Code between November 1, 2025 and November 13, 2025.

Sandeep Singh, 28 years old:

One count of unlawfully discharging a firearm, contrary to Section 244.2(3)(a) of the Criminal Code in relation to the shooting on November 12, 2025.

One count of extortion contrary to Section 346(1.1)(a) of the Criminal Code between November 1, 2025 and November 13, 2025.

Jagdeep Singh, 24 years old:

One count of unlawfully discharging a firearm, contrary to Section 244.2(3)(a) of the Criminal Code in relation to the shooting on November 8, 2025.

One count of extortion contrary to Section 346(1.1)(a) of the Criminal Code between November 1, 2025 and November 13, 2025.

Avtar Singh and Sandeep Singh are currently in custody.

Jagdeep Singh’s whereabouts are currently unknown, and a Canada Wide warrant has been issued out of Alberta. Jagdeep Singh is also wanted by the Canada Border Services Agency (CBSA) on a Canada-wide immigration warrant. Police said they are seeking public assistance in locating Jagdeep Singh in relation to these charges.

“Extortion investigations require a significant amount of time, effort, and attention to detail,” says Chief Superintendent Duncan Pound, Lower Mainland District Assistant District Commander and Operations Officer. “The BC Provincial Extortion Task Force is pursuing every investigative avenue to gather evidence, identify and locate suspects and move these files forward to the point where the BC Prosecution Service approves charges.”

Through intelligence sharing and investigative findings across Canada, additional charges were announced today in Alberta. Parkland RCMP lay charges as part of ongoing extortion investigation

Working with law enforcement partners, the CBSA is continuing to collaborate and align enforcement efforts to protect communities and bring perpetrators to justice. The CBSA places the highest priority on cases that pose a risk to security and public safety and receives referrals for suspected immigration offences from a variety of sources, including partner organizations and other government departments. Members of the public can report suspicious immigration activities through the Border Watch Line on their website or by calling 1-888-502-9060.

“From the outset of our investigations into extortion in BC, the BC RCMP and the BC Provincial Extortion Task Force have been liaising with our counterparts across the country and through the RCMP’s Federal Policing program. Investigative efforts and forensic analysis are allowing us to continue working towards seeking charges against those committing these crimes. Our efforts are not limited to our province, and we will not stop looking, investigating and pursuing criminal charges against those involved,” says Chief Superintendent Pound.

The BC Provincial Extortion Task Force would like to thank both our internal task force partners and law enforcement across the country for their continued collaboration on this investigation and others that remain ongoing including Alberta Law Enforcement Response Teams (ALERT), Alberta RCMP Emergency Response Team, Calgary Police Service, Parkland RCMP, Surrey Police Service, RCMP SPOSU, Lower Mainland District Integrated Emergency Response Team, Combined Special Enforcement Unit of BC and CBSA.
